Rezumat/Abstract. Iraqi cities generally face major challenges represented by high population growth rates, land scarcity, rapid urbanization and ineffective national strategies for planning and implementing urban and regional regeneration that have led to the deterioration of the physical environment of these cities and regions. In recent decades, Iraqi historical cities have witnessed major urban and social changes that have turned them into unattractive places for living and investment, in addition to neglecting their potential values. The weakness of strategic plans to take into account the present urban and regional development strategies has led to the random development of cities and regions, the distortion of cultural heritage sites and the historical image specific to Iraqi cities, exacerbating social and environmental problems. This complicated state of random development of Iraqi regions and cities leads to increased awareness of specialists and local authorities in the implementation of sustainable development goals in the revitalization plans of the Iraqi territory. The object of the scientific approach of this article is the foundation of a territorial development strategy of the Diyala region and the city of Baquba that would be in accordance with the objectives of sustainable development at the world level and with modern urban regeneration approaches that imply the improvement of historical and cultural identity. In this context, the main dysfunctions of the region and the city were evaluated and specific revitalization solutions were identified that would be consistent with the objectives of sustainable development and urban regeneration.
